Moods is one of the best hookah spots in Riga, right in the heart of the Old Town. Guests especially praise the high-quality shisha and what many call the best cocktails in the city, along with the cozy, relaxed atmosphere with high ceilings, sofas and books. A DJ plays on Friday and Saturday nights. The staff is attentive and friendly. There's no kitchen, but you can order delivery.
