Cloud Nine is a stylish cocktail bar with hookah that many call the best in Riga for cocktails. A huge creative menu with theatrical presentation (smoke, fire), a modern minimalist interior and professional bartenders. There's a full kitchen here — starters, tartare, mains, late dinners until 2am. A DJ plays on Fridays. Downsides: the bar is a bit outside the center, prices are above average (plus a service fee for groups of 5+), and on weekends it's best to book ahead.
